Overview:Thousands of tenants are stuck this winter. Their houses are poorly insulated, sometimes with only single glazing in the windows, forcing residents to choose: either high heating costs or wearing sweaters on top of each other to fight against moisture, mold and draughts. The government says that landlords must improve homes, homes with poor energy labels first. But Pointer discovered that the energy label does not properly indicate how cold a house is.
